sponsors, said Foundation President Dr. Betty L. Sullivan. We are
very pleased to be able to provide nonprofit fiscal sponsor services to the Newspaper
in Education programs nationwide.
What
does fiscal sponsorship do?
As
a designated 501(c)(3) nonprofit corporation, Use The News Foundation can facilitate
the receipt of tax-deductible donations for NIE educational projects or programs
that are not for profit.
What
are the advantages of fiscal sponsorship
to the NIE program?
INCREASED SUPPORT BASE
Many
potential donors will become interested in supporting your educational, not-for-profit
program if they can qualify for a tax-deductible donation.
CREDIBILITY OF AN INDEPENDENT 501(c)(3)
Using an independent nonprofit foundation
can free your NIE program from possible conflicts of interest that could result
from using the community-service foundation that is affiliated with your newspaper.
LEGAL PROTECTION
The IRS requires that the mission statement of the organization
accepting tax-deductible donations explicitly address the particular type of project
to which donations are made in this case, Newspaper in Education programs.
Most charitable foundations associated with newspapers do not mention NIE in their
mission statements.

Evaluation and verification of NIE programs at the request
of newspapers or sponsors.
What
are the fees for using this service?
The Foundation charges a one-time
$100 application fee to open a file and an administrative
fee of 10% of each contribution processed by the Foundation.
How
does this process work?
1. The NIE program and the Foundation sign a "handshake"
letter to establish agreement on the steps of the fiscal sponsorship process.
2.
The NIE program submits a one-time $100 application fee and a short description
of the educational, not-for-profit nature of the NIE program or project for which
it will be seeking tax-deductible donations.
3.
The Foundation verifies that the project or program complies with IRS standards.
4.
The NIE program and the Foundation formalize the relationship with a legally binding
contract.
5. The NIE program
secures a business sponsor that makes its donation payable to Use The News Foundation.
6.
The Foundation returns to the NIE program a check for the amount donated, less
the 10% administrative fee.
7.
The NIE program submits to the Foundation a fiscal report showing how the donation
was spent, documenting the not-for-profit nature of the educational project or
program.
